Hello my name is Rylan, I established the North Carolina Emergency Communications Preparedness Group in 2025 when the need for a statewide repeater system arose. Hurricane Helene hit close to home for North Carolinians located in Western North Carolina, causing around 60 billion dollars in damage to local communities. The substantial amount of water that accumulated over such a short time resulted in a 1,000-year flood for the communities, causing massive landslides and catastrophic flooding. Due to the results of the flooding and landslides, people were left without communications; cell phones would not work, and even the North Carolina VIPER (Voice Interoperability Plan for Emergency Responders) system failed showing that even well-designed mission-critical systems can fail.
